Introduction

This page provides a chronological timeline of events and discussion relating to the separation of immigrant children from their parents on the U.S. border in June of 2018.

The Associated Press reported on 17 June 2018 at 2:44 PM CT: “Hundreds of children are waiting away from their parents inside a Border Patrol holding facility in South Texas, with groups of 20 or more children to a single cage.” Amnesty International declared the situation to be torture.

To those who are enthusiastic supporters of separating families and putting toddlers in detainment centers (as much as 56% for some demographics such as Texas Republican men), this document may appear to be biased. However, much effort was made to include viewpoints from a variety of people, including those generally supportive of the President, as well as some members of his family. Reports from Fox News are included here, a network traditionally supportive of the President. Responses from those attending his most recent rally are also included. Comments from some people in the administration defending the practice of family separation are included as well. Yet, there was an overwhelming chorus of people and international agencies speaking out against what was going on.

This document reflects a close approximation of what was being said in the news and social media over the four days in which the crisis reached a breaking point.

At the bottom of this document, past immigration concerns have also been addressed including those under President Obama.

White House Position

The current U.S. President and some members of his administration had been making two points regarding the separation of immigrant families including taking toddlers and infants from their mothers. To paraphrase:

  1. Deterrence Benefits. Torturing* children and their parents through the method of separation and detainment can serve as a deterrent to stop others who may consider entering the country. It will show we are tough on immigration.
  2. Democrats to Blame. The U.S. President, all Republicans, all state governments, the National Guard, and all local police are unable to stop the separation of immigrant children from their parents because of a law that the Democrats created and are now enforcing. According to this narrative, the Democrats are in complete control and nobody can do anything to stop it.

The White House position is summarized in the following tweet:

That tweet from the President was viewed by some as functioning like a kind of ransom note demanding that the Democrats approve the wall funding, or else the separations would continue. It was viewed by some Republicans as ‘bad optics.’

Eventually, after receiving pressure from family members, Republicans, media allies, and others, and seeing that the situation could result in a poor political outcome, the President and the American people reached an agreement that children would no longer be held in cages apart from their parents, but instead would be held in cages with their parents.

Many people expressed the concerned that separating children from their parents is abusive, cruel, and a violation of international human rights. They are demanding that the practice stop immediately insisting that there are more humane ways to address immigrants crossing the border.

The following is from a statement released by Amnesty International on 18 June 2018 at 12:53 PM CDT:

The sickening images of children cruelly separated from their parents and held in cages as a result of Attorney General Jeff Sessions’ policy of ‘zero-tolerance’ will leave an indelible stain on the reputation of the USA, said Amnesty International today.

“This is a spectacularly cruel policy, where frightened children are being ripped from their parent’s arms and taken to overflowing detention centres, which are effectively cages. This is nothing short of torture. The severe mental suffering that officials have intentionally inflicted on these families for coercive purposes, means that these acts meet the definitions of torture under both US and international law,” said Erika Guevara-Rosas, Amnesty International’s Americas Director.

“There is no question that President Trump administration’s policy of separating mothers and fathers from their children is designed to impose severe mental suffering on these families, in order to deter others from trying to seek safety in the USA. Many of these families come from countries experiencing generalized violence and grave human rights violations, including Honduras and El Salvador. This is a flagrant violation of the human rights of these parents and children and is also a violation of US obligations under refugee law.”

Attorney General Jeff Sessions announced the “zero-tolerance policy for criminal illegal entry” on 6 April 2018. Since the policy came into effect, more than 2,000 children have been separated from their parents or legal guardians at the US border. Children’s rights are violated in multiple ways: they are detained, they are separated from their parents or guardians, and they are exposed to unnecessary trauma that might affect their development.

Statistics obtained by news media suggest that thousands more migrant families may have been separated by the Trump administration even prior to this new policy.

Amnesty International recently interviewed 17 asylum-seeking parents who were forcibly separated from their children, and all but three of them had entered the USA legally to request asylum.

“The claims of the Trump administration ring hollow. This cruel and unnecessary practice is being inflicted not only on families crossing irregularly, but also on those seeking protection at ports of entry. The majority of these families fled to the US to seek international protection from persecution and targeted violence in the Northern Triangle, where their governments are unwilling or unable to protect them,” said Guevara-Rosas.

Secretary of Homeland Security Kirstjen Nielsen has denied a policy of separating families is in place, but her statement from January this year confirms that the intention all along has been to target families: “We’re looking at a variety of ways to enforce our laws to discourage parents from bringing their children here.” Her predecessor John Kelly, now Trump’s chief of staff, suggested the policy as early as March 2017 “in order to deter” families of migrants and asylum seekers from coming to the USA.

“Make no mistake, these family separations are a crisis of the government’s own making. The U.S. government is playing a sick game with these families’ lives by playing politics with what is a serious and mounting refugee crisis. Just as we have seen with previous immigration reforms from this administration, authorities have chosen to target the very families seeking safety in the USA, adding to the trauma and pain they have already experienced,” said Erika Guevara-Rosas.

Amnesty International is calling on the administration to immediately put an end to this unnecessary, devastating and unlawful policy of forced separation, and to reunite those families that have already been separated as quickly as possible.

The federal government has placed thousands of unaccompanied immigrant children in the homes of sponsors, but last year it couldn’t account for nearly 1,500 of them.

BACKGROUND CONTEXT

The following videos and news stories provide some background context to past immigration challenges.

Obviously, past atrocities are not a justification for present ones. Yet for those genuinely wanting to be non-partisan, and focus on overall solutions, it’s important to be honest about how the U.S. has had an ugly history of abusive inhumane treatment toward Native Americans, slaves, Japanese Americans, immigrants, and others. A few stories below will relate that history.

Those wanting to have effective and informed discussions should be familiar with the history and context leading up to our present day situation.

Regarding Immigration Poster Child

One child became an unwitting icon and voiceless spokesperson for children in trauma on the U.S. border. As was explained in an NPR interview with the photographer who took the photo of the child, it was not known until later what happened to the girl and her mother. They were not separated. Once it was learned that they had not been separated, those supportive of the harsh policies said that people were using the child to represent separation, which was misleading — essentially trying to discredit those who were protesting the treatment of immigrants. Ultimately, the image continued to be used because it’s a strong portrayal of trauma.
